Tactics Consolidation Procedure.  The design basis
threat is the threat upon which design will be based.  It
represents the worst-case threat severity levels for each
applicable tactic for a given asset.  Figure D-18 presents the
process chart and procedure description for the tactics
consolidation procedure.
