government will emphasize quality assurance testing and the
C o n t r a c t o r shall provide quality control type testing.  (See Section
7. "Quality Control" f o r detailed instructions.)
15.  COORDINATION WITH MECHANICAL OR ELECTRICAL TRADES:  On many
c o n s t r u c t i o n projects. d i f f i c u l t y arises in identifying
r e s p o n s i b i l i t y for furnishing, installing, and checking out motors
a n d controls for electrically-operated mechanical equipment.
Decided advantages to the government;-the bidders. and the prime and
s u b c o n t r a c t o r s will result from properly identifying the work to be
d o n e by the electrical subcontractor. With careful choice of words,
this can be done without violating the rule that the government has
o n l y one contractual relationship - with "the Contractor."  I t i s
expected that "Mechanical" s u b c o n t r a c t o r s will request an estimate
o f cost from the electrical subcontractor for the accomplishment of
t h e electrical phases of the work specified under the various
"Mechanical" s e c t i o n s of the Specifications, but will retain
r e s p o n s i b i l i t y for their suitability.  With these factors in mind,
p a r a g r a p h s should be developed for each project, particularly in the
plumbing, heating, a i r conditioning. ventilation, other mechanical
a n d electrical sections to define these areas of responsibility.
Following is a sample paragraph which provides the type of
c o o r d i n a t i o n envisioned:  "Electrical components of mechanical
e q u i p m e n t and systems such as motors, starters, and controls shall
be provided under this Division and shall be as specified herein and
as necessary for complete and operable systems.  Extended voltage
range motors will not be permitted.  I n t e r c o n n e c t i n g wiring for
components of packaged equipment shall be provided as an integral
part of the equipment.  All interconnecting power wiring and conduit
f o r field erected equipment and all control wiring and conduit shall
b e as specified in Division 16.  Motor control equipment forming
part of motor control centers or switchgear assemblies and all
necessary conduit and wiring connecting such assemblies, centers. or
other power sources to mechanical equipment shall conform to
Division 16."
