3.2 Use of " C o n t r a c t i n g Officer":  T h e r e are two parties to all
c o n s t r u c t i o n contracts - the Contractor and the Contracting
O f f i c e r .  T h r o u g h o u t all technical sections, any reference to the
p a r t y of the second part shall be to the Contracting Officer. Do
not use Resident Officer in Charge of Construction or ROICC, as this
i s merely the office where the administration of the contract is
taking place.  The use of the term "government" ray be used as a
general term not intended to make a binding statement on either
p a r t y to the contract.  Where the term Contracting Officer is
a p p r o p r i a t e , it should be spelled out and not abbreviated.
3 . 3 Contract Clauses:  The "Contract Clauses" (FAR) of the
contract contain many requirements which affect the general conduct
of the work on the contract.  S p e c i f i e r s shall become familiar with
the clauses.
