To obtain copies of the files for the above referenced submittal items, the
A/E shall submit one (1) blank high density floppy diskette to NORTHDIV via
the DM.  The DM will return the diskette to the A/E with copies of the files
for the above listed submittal items.  The A/E shall submit hard copies of
submittal items prepared using the NORTHDIV Lotus spreadsheets.
12.2.4.2
NAVFAC Cost Engineering System (CES) Format
NAVFAC has developed a CES computer program for use in generating estimates
for Navy construction projects.  The program is designed for detailed (final
estimates) of new construction with an ECC between one and two million
dollars.  The program includes  approximately 10,000 individually priced end
items in each of seven regional databases.  One such database contains pricing
for Philadelphia, PA and is intended for use, with appropriate pricing
adjustments, for NORTHDIV projects.  Users may apply mark-ups to any of the
specification sections contained in an estimate for a prime contractor and up
to three subcontractors.  Modifiers on material, labor and equipment unit
prices by the standard system or by specification can be applied.  Valid
material base items and a unit cost can be entered into the system.  Ten
different printed reports can be generated.  The CES program is available as
part of the Construction Criteria Base (CCB) (a fully indexed, mass produced
criteria library on compact disks) which may be purchased through the National
Institute of Building Sciences (NIBS) (TEL:  (202) 289 - 7800).  The CCB
package includes instructions for loading the CES program.  The program
contains an on screen users manual.
The A/E may purchase and use the CES program for producing cost estimates for
appropriate projects for NORTHDIV.  In such a case, the cost estimate backup
sheets and markup summary sheets listed above (items a) through c)) shall be
submitted in CES hardcopy format (in lieu of either manually produced or
produced using the NORTHDIV Lotus spreadsheets) along with the remaining items
required at each submission.  The A/E is cautioned, however, that when using
the CES program, responsibility for accurately estimating the cost of
construction still remains with the A/E.  Accordingly, the A/E shall check and
adjust, if necessary, any costs obtained from the CES database.
12.3
Submission Requirements
NOTE:  REFER TO THE APPENDIX "A" TO DETERMINE WHICH OF THE FOLLOWING
SUBMISSIONS ARE REQUIRED AS PART OF THE A/E CONTRACT AND THE NUMBER OF COPIES
OF THE COST ESTIMATE REQUIRED AT EACH SUBMISSION.

Schematic Submission
12.3.1.1
Cost Documentation Required
The A/E shall submit the following cost engineering documentation
to form the cost estimate for the Schematic Submission:
a)  For projects involving new buildings or additions over $500,000 ECC,
new family housing or other projects over $1 million ECC:
