CHAPTER 15
SITE INVESTIGATION SERVICES
15.1
General
The A/E shall perform all site investigation services specifically
set forth in the Appendix "A".  ONLY THOSE SITE INVESTIGATION
SERVICES SPECIFICALLY LISTED IN THE APPENDIX "A" FORM A PART OF THE
A/E'S CONTRACT.  Reports and other data shall be submitted in
accordance with the Design Milestone and Distribution Schedules in
the Appendix "A" or as otherwise noted in this chapter.
15.2
General Requirements
15.2.1
Site Visits
In most cases, the Appendix "A" will require site investigation
services.  The A/E shall obtain site data by visiting the site of
construction with government representatives and by other actions, as
necessary, to develop the required design submissions.  All site
visits to government property during the design phase shall be
arranged with the ACTIVITY'S Public Works Office (PWO).  The A/E
shall obtain necessary licenses and permits, and comply with all
applicable laws, codes and regulations in connection with performance
of site investigation services and shall be responsible for all
damages to persons or property that may occur.  The A/E shall take
proper safety precautions to protect the public, the property of the
public and government personnel.  Before starting the work it is the
responsibility of the A/E to visit the site and inspect the location
of the work and to become acquainted with all pertinent local
conditions.  The A/E shall confirm existing site conditions affecting
all aspects of the project.
15.2.2
Record Drawings
The A/E shall be responsible for obtaining copies of record drawings,
if available, which are pertinent to accomplishment of site
investigation services from the ACTIVITY'S PWO.  The A/E shall

5 days prior to the scheduled site visit to obtain copies of record
drawings.
The Appendix "A" will so indicate if record drawings pertinent to the
project are not available.
15.2.3
Proof of U.S. Citizenship
For security purposes, certain ACTIVITIES may require that the A/E
furnish satisfactory proof that he is a citizen of the United States
for admittance to the base or site of the project.  Prior to visiting
the site, the A/E shall confirm with the ACTIVITY if such proof of
U.S. citizenship is required.
