poles should not lean except for special reasons. When lean is more
than 1 foot at top, pole should be straightened and if necessary
guyed. (To determine whether top of pole is out of alignment, sight
the pole from those adjacent to it.)
structural inadequacy or other deficiencies requiring stub
reinforcement or complete replacement

breaks
chips
dirty or missing insulators
cracked, broken or missing pins
rust
corrosion
looseness of insulator bolted connections and fastenings to
crossarms resulting in strains on line wires or movement of wires on
insulators
