4.1  Responsibility  for  inspection.
Unless  otherwise
specified  in  the  purchase  order, the  Navy  is  responsible  for  the
performance  of  all  inspection  requirements  specified  herein.
Except  as  otherwise  specified  in  the  purchase  order,  the  Navy  may
use  its  own  or  any  other  facilities  suitable  for  the  performance  of
the  inspection  requirements  specified  herein.

upper,  middle  and  lower  samples  do  not  vary  from  the  average  by
more than 0.5 for API gravity..
