4. R e f e r e n c e s ( a ) a n d ( b ) a d d i t i o n a l l y a l l o w f o r o t h e r e x c e p t i o n s

This exception would apply where the
analysis requires domestic end products but urgency demands use of
t h e "unreasonable cost" foreign end product.
5 . W e must be critical of our analysis to justify our choice of
m a t e r i a l procurement.

above $25,000.
