CHAPTER 1
INTRODUCTION
1.1
Purpose
This A/E Guide is for use by all Architect-Engineer (A/E) firms selected and
contracted to provide services for the Northern Division, Naval Facilities
Engineering Command.  The intent of the A/E Guide is to provide consistent
policy, guidance, information, direction and requirements to all A/E firms so
that they can accurately estimate proposed fees for services requested and
execute those services in an accurate, uniform and timely fashion.
The information contained herein applies from the time an A/E firm is selected
until completion of all contracted tasks.  For information relative to

Content, Arrangement and Use
Chapters 1 through 13 contain general information pertinent to all A/E
contracts.  Chapters 14 through 24 contain information relative to specialized
services or design disciplines.  THE A/E MUST REFER TO THE APPENDIX "A",
STATEMENT OF ARCHITECT-ENGINEER (A/E) SERVICES, TO DETERMINE WHICH SPECIALIZED
SERVICES ARE REQUIRED AND WHICH DESIGN DISCIPLINES ARE APPLICABLE TO THE
PROJECT.  THE A/E SHALL PROVIDE ONLY THOSE SPECIALIZED SERVICES INDICATED IN
THE APPENDIX "A" AND ONLY THOSE DESIGN DISCIPLINE SERVICES REQUIRED BY THE
PROJECT.  In the case where the A/E Guide does not detail specific
requirements for execution of certain specialized services required by the
Appendix "A", such requirements shall be specified in the Appendix "A" under
the paragraph titled "Other Special Project Requirements".
Two copies of the A/E Guide shall be provided to all selected A/E firms prior
to A/E fee negotiations with the government.  One copy shall serve as the
A/E's "record" copy.  The other copy shall serve as the A/E's "working" copy.
THE A/E SHALL REPRODUCE THE WORKING COPY AND DISTRIBUTE SUCH COPIES, OR
PERTINENT PARTS THEREOF, TO THOSE IN-HOUSE PERSONNEL AND CONSULTANTS DIRECTLY
RESPONSIBLE FOR THE EXECUTION OF CONTRACT SERVICES TO ASSURE THAT WORKING
LEVEL PERSONNEL ARE COGNIZANT OF THE REQUIREMENTS OF THE A/E GUIDE.
Accordingly, information appearing in Chapters 1 through 13 which is also
pertinent to specialized tasks or design disciplines has been intentionally
repeated or cross-referenced in Chapters 14 through 24.
1.3
Revisions to the A/E Guide
Revisions to the A/E Guide will be issued by Northern Division in the form of
revised pages.  The Appendix "A" will indicate the A/E Guide's edition date
and number of Revisions being furnished under the A/E's contract.  When so
warranted, subsequent Revisions to the A/E Guide will be furnished to A/E
firms already under contract and contract modifications will be issued and
negotiated.
