12.3.4.2  Instructions for Preparing Bid Document Submission Cost
Documentation:
a)  Cost Estimate Backup Sheets:  Completed cost estimate backup sheets
similar to those required as part of the Final Submission shall be submitted.
b)  Markup Summary Sheets:  Completed markup summary sheets similar to
those required as part of the Final Submission shall be submitted.
c)  Building Budget Estimate Summary Sheet:  A completed Building Budget
Estimate Summary sheet (or NAVFAC 11013/7 summary sheet) similar to that
required as part of the Final Submission shall be submitted.
d)  Cost Analysis Sheet:  A completed Cost Analysis Sheet similar to
that required as part of the Final Submission shall be submitted.
e)
Cost Tracking Sheet
1)  A completed Cost Tracking Sheet shall be submitted.  Systems
cost at the Bid Document Submission shall be transferred to the appropriate
heading on the Cost Tracking Sheet.
2)  Deviations of +/-10% or more from systems costs and total
costs listed in the Final Submission shall be explained in the spaces
provided.
3)  In addition, total deviation costs shall be computed and shown
in the last columns on the cost tracking sheet.  Note that total deviation
relative to the first submission (either Schematic or Design Development) is
required.
12.4
Amendments to the A/E Prepared Cost Estimate
During the construction bidding period, errors or omissions discovered in the
contract documents or contractor inquiries may result in the need to issue an
amendment to correct or clarify the contract documents.  In such cases, when
the amendment changes, adds or deletes items affecting the A/E prepared
construction cost estimate, the A/E shall accordingly revise and resubmit the
Bid Document estimate at no additional cost to the government.  A/E effort to
incorporate revisions to the construction cost estimate as a result of
amendments changing the scope of the project will be negotiated as a
