15.3
Existing Conditions Survey and Site Investigation Report
15.3.1
General Requirements
The A/E shall perform an existing conditions survey of the project
site and prepare and submit a site investigation report (including
utility data sheets) detailing the results of the existing conditions
survey.
15.3.2
Existing Conditions Survey Tasks
The existing conditions survey shall include the following tasks as
applicable to the project:
a) Obtain record drawings and/or search ACTIVITY files for
additional existing site data.
b) Review record drawings of existing structures, utilities,
site conditions, etc. Review record drawings of surrounding
facilities, structures and site features having an impact on the
design of the new facility or its siting. Take photographs, where
permitted, to highlight significant site features, themes, designs,
etc. which may be addressed in the BEAP.
c) Field check and verify accuracy of record drawings. Make
field measurements and investigations as necessary to prepare
adequate construction drawings and specifications. For projects
involving removal or renovation of existing structures, verify
existing features to allow the contractor to bid that portion of the
work without the need to visit the site. (See the chapter titled
"Preparation of Drawings" for more information.) Where existing
conditions cannot be readily determined, such as thickness of
pavement, extent of soil contamination or rock or existence of hidden
items, quantities shall be estimated to establish a basis for
bidding. If the cost to remove or alter such hidden features is
significant, the A/E shall request that the OIC authorize a contract
modification for additional site investigation, sampling or testing.
d)
Inspect structures and/or items to be removed.
e) Inspect structures requiring renovation for condition of
materials and systems affecting the project. Survey existing
mechanical and electrical rooms, equipment and systems.
f) Obtain samples (eg., concrete, architectural finishes, etc.)
as required. (NOTE: SAMPLES AND REPORTS ON EXISTING SOILS, ROOFS
AND HEALTH HAZARD SITUATIONS, SUCH AS ASBESTOS AND LEAD PAINT OR
CONTAMINATION, ARE COVERED UNDER SEPARATE REQUIREMENTS DETAILED IN
THIS CHAPTER OR IN THE APPENDIX "A".)
g) Survey existing equipment requiring relocation, noting
nameplate data and utility requirements.
h) Verify existing floor and roof structural members and
loading conditions (for projects involving reroofing or proposed
changes in floor loads due to change of use or occupancy). Conduct
