19.3.5
Miscellaneous Requirements
a) Fresh air ventilation rate shall not be less than 15
CFM/person nor less than .125 CFM/SF, whichever is greater. If
ASHRAE 62 gives a higher ventilation rate, it shall be used.
b) Steam containing Amines shall not be used for
humidification, food processing or instrument sterilization of
medical instruments.
c) Air Conditioning Chillers using R-11, R-12,
R-113, R-
114, R-115, or R-500 as a refrigerant will not be permitted.
Refrigerants shall have an Ozone Depletion Factor (ODF) of 0.05 or
less. The ODF shall be in accordance with the "Montreal Protocol On
Substances That Deplete The Ozone Layer", September 1987.
d) Provide extra capacity in heating systems for pick-up when
area is to be heated from an unoccupied temperature condition.
e) Provide access platforms or other means to assure access or
operation of valves and controls over 7'-0 above the floor.
f) Water treatment chemical storage and injection methods must
be designed with water circulating systems and cooling tower
installations.
g) Direct burial steam and/or condensate in conduit shall be
designed and specified in accordance with NFGS 02694, "Exterior
Underground Heat Distribution System". Steam and condensate shall be
in separate conduits.
h) Electric space heating and electric potable HW heating over
80 GAL/HR will generally not be permitted, unless justified by an
acceptable life cycle cost analysis prepared in accordance with
NAVFAC P-442, "Economic Analysis Handbook". Straight line payback or
lower initial cost is not a justifiable usage of electric heating.
Life cycle energy costs, including demand costs, shall be shown in
the analyses.
