4. ESTABLISHMENT AND APPROVAL OF VE TEAM VE services shall be
performed by a second team Of designers, separate and completely
independent from the original designers which prepare the 35%
plans and specifications. The VE services shall be directed by a
qualified firm or persons having Certified Value Specialist (CVS)
credentials  that  qualify  them  to  perform  such  services.
