NAVSEA OP 5 VOLUME 1 FIFTH REVISION
e.  Descriptions of hazardous materials or items to be in the
new or modified facilities; i.e., bombs, rockets, artillery ammuni-
tion, chemical agents, nuclear weapons, liquid propellants, or other
items requiring protective measures in accordance with this manual.
Include results of tests to determine blast, fragmentation and thermal
hazards.
f. Quantities, class(es) and division(s) of ammunition, explo-
sives, chemical agents, liquid and solid propellants, or other hazard-
ous material proposed for the new or modified facility, including a
breakdown by room or bay when appropriate.
9. Net explosive weights (NEW's), class(es) and division(s) of
ammunition, explosives, chemical agents, liquid and solid propellants,
or other hazardous materials in facilities located within inhabited
building distance of the new or modified facility.
8-1.2.5
Final Safety Review. The following information shall be
provide for final safety review:
a. Anticipated personnel limits for the new or modified facil-
ity, including a breakdown by room or bay when appropriate.
b. General details regarding dividing walls, vent walls, fire
walls, roofs, operational shields, barricades, exits, types of floor
finish, fire protection system installations, electrical systems and
equipment, ventilation systems and equipment, hazardous waste disposal
systems, lightning protection systems, static grounding systems,
process equipment, and auxiliary support structures as well as general
materials of construction unless approved definitive drawings are
being used.
c.  A brief summary of the design procedures if engineered
protection is used to reduce quantity-distance requirements. This
summary shall include a statement of the design objectives in terms of
protection categories (as defined) in NAVFAC P-397 to be attained,
explosives quantities involved, design loads applied, material prop-
erties and structural behavior assumptions, references, and sources of
methods used. Detailed calculations need not be submitted.  Design of
explosion resistant facilities shall be accomplished by an orqaniza-
tion or individual experienced in the field of structural dynamics
using design procedures accepted by professionals in the field.
d. Information on the type and arrangement of explosives
operation or chemical processing equipment.
e. Topography map with appropriate contours when terrain
features are considered to constitute natural barricading, or when
topography othervise influences layout, am in some chemical opera-
tions.
f. A hazard assessment of risk performed in accordance with
paragraph 7-6.3 shall be included.
