POST CONSTRUCTION AWARD SERVICES (PCAS)
23.1
General
The A/E shall perform all Post Construction Award Services (PCAS) specifically
set forth in the Appendix "A". ONLY THOSE PCAS SPECIFICALLY LISTED IN THE
APPENDIX "A" FORM A PART OF THE A/E'S CONTRACT.
PCAS are Contract Options which will be negotiated along with the Basic
Contract. In accordance with Paragraph 4 of "Section 01011, General
Paragraphs", election to exercise the PCAS Options is at the sole discretion
of the government, and the A/E shall perform such work at the negotiated price
provided the PCAS Options are exercised no later than 6 months after
submission of the Bidding Documents for the related project and there is
essentially no change in scope.
23.2
Types of PCAS
23.2.1
A/E/ROICC Conference
23.2.1.1
Purpose
The purpose of the A/E/ROICC Conference is to provide ROICC personnel with a
project overview for large, complex, unusual or highly technical facilities in
order to familiarize them with important, significant, critical and/or unusual
design features, requirements or constraints which will require special
attention during construction. This, in turn, facilitates efficient and
timely contract execution. It also permits ROICC personnel an early
opportunity to meet and develop a working relationship with the A/E.
23.2.1.2
Schedule
The ROICC will schedule the A/E/ROICC Conference to usually take place as soon
after construction contract award as possible. The A/E/ROICC Conference may
be held immediately prior to or in conjunction with the preconstruction
conference. The ROICC will also forward any known construction contractor
questions to the A/E. The A/E's presentation at the conference shall last
approximately 2 hours with additional time allotted for questions and answers
after the presentation.
23.2.1.3
Attendees
The A/E's project manager, project architect and two (2) lead engineers shall
attend and participate in the conference. In addition, any other key
consultants to the A/E involved in special construction items or equipment
shall also attend and participate in the conference. Government attendees
will include the PM, DM, CM, and ROICC. If applicable, appropriate inspection
personnel from the Title II Contractor, may also be in attendance. The A/E
shall lead the conference.
23.2.1.4
Conference Agenda
Seven (7) days prior to the meeting, the A/E shall submit to the ROICC a
written outline of the presentation. The presentation shall provide a project
overview and address each discipline involved in the project design and
significant/critical items, with the consultants addressing their areas of
expertise. Provide each conference attendee with a written outline of the
presentation. The A/E shall tailor the presentation for each project with the
following topics being generally appropriate for all projects:
