 CHAPTER 1.
SPECIALIZED UNDERWATER WATERFRONT FACILITIES INSPECTIONS
1.1 INTRODUCTION. This c h a p t e r
describes the portion of the specialized
inspection p r o g r a m dealing with
underwater structures of w a t e r f r o n t
f a c i l i t i e s . Inspection of w a t e r f r o n t
facilities involves the application of
special skills, equipment and techniques
to examine underwater structures. T h e
inspection requirements are similar to
those for other structures, but the
methods differ c o n s i d e r a b l y .
This
program will recommend that the high
m i s s i o n priority facilities r e c e i v e
uniform inspections at intervals
c o m m e n s u r a t e with facility age,
c o n s t r u c t i o n , a n d l o c a t i o n . As funding
permits, baseline inspections will be
c o n d u c t e d a t every activity w i t h
UNDERWATER
w a t e r f r o n t f a c i l i t i e s . The program is
also available for use by a c t i v i t i e s

conducting locally funded inspections.
1 . 1 . 1 R e s p o n s i b i l i t y . Activities are r e s p o n s i b l e f o r t h e i n s p e c t i o n a n d
m a i n t e n a n c e o f f a c i l i t i e s u n d e r t h e i r j u r i s d i c t i o n . They are also
r e s p o n s i b l e for d e t a i l e d u n d e r w a t e r s u r v e y s a n d t h e d e s i g n o f a l l r e p a i r
w o r k identified by the u n d e r w a t e r i n s p e c t i o n r e p o r t . MO-322 Volumes 1 and 2
p r o v i d e g u i d a n c e for the inspection of s h o r e f a c i l i t i e s . T h e N a v a l
Facilities Engineering Command (NAVFACENGCOM) is assigned the responsibility
for the centrally f u n d e d u n d e r w a t e r w a t e r f r o n t inspection program and to
support activities carrying out their facilities inspection
r e s p o n s i b i l i t i e s . The activity p r o v i d e s d r a w i n g s , pile plans, logistics
coordination, and other support needed to facilitate the inspection. The
N A V F A C E N G C O M expertise for u n d e r w a t e r inspections of waterfront facilities
is Chesapeake Division (Code FPO-1) which is responsible for the p e r f o r m a n c e
of inspections and for providing assistance to the activity upon r e q u e s t .
1 . 1 . 2 F u n c t i o n . The objectives of the specialized u n d e r w a t e r i n s p e c t i o n
program are to supplement activity inspections of w a t e r f r o n t facilities at-d
to d o c u m e n t u n d e r w a t e r w a t e r f r o n t f a c i l i t y c o n d i t i o n s N a v y - w i d e . S p e c i f i c
program goals are:
a. Perform underwater inspections and assess the condition of
w a t e r f r o n t facilities.
b. P r o v i d e recommendations to activities and claimants on
inspected facilities with the following information sufficiently detailed
for initial facilities p r o j e c t d o c u m e n t a t i o n :
