9 . 3 DRIVING IN THE PROPER LANE.
regulations require the driver to operate a vehicle in
the right-hand lane, except when overtaking a vehicle
moving in the same direction at which time the driver
may use the left lane if it is clear of all traffic and has
the space required to pass. Multiple-lane highways
allow drivers to pass or change lanes in preparation for
a turn either to the right or left (Figure 14). If the
traffic is heavy, avoid changing lanes and maintain
constant safe speed to conform with traffic movement.
