SCOPE: The project scope based upon the Basic Facilities Requirements (BFR), per NAVFAC P-80 for
Category Code 317-25 was calculated at 1765 M2, and for Category Code 310-33 was calculated at
1579 M2.
PROJECT:
This project constructs the final of three phases making up the Warfare Systems Integration Facility (WSIF),
formerly referred to as the Electronic Warfare Integration Facility (EWIF).
REQUIREMENT:
Adequate facilities are required to accommodate the RDT&E, integration and interoperability of multiple
Navy/Joint new technology and Theater Warfare programs. This facility will need to be on line by September
2003.
CURRENT SITUATION :
P-276 is the final phase of a three-phase construction program to achieve a large scale integration laboratory
complex identified in 1986. The first phase (P-225) a FY92 project completed in 1995 and now referred to as
Building 1490, supports the development and integration of individual systems elements and components. The
second phase (P-215) a FY98 project currently under construction with a scheduled completion in late 1999.
No other facilities exist at NSWCDD or in the local vicinity that meet requirements. In addition, construction
of MILCON Project P-276 will also permit the demolition of approximately 1,372 m2 of temporary trailers.
IMPACT IF NOT PROVIDED
Without P-276, NSWCDD will be unable to meet certain key mission area responsibilities for a number of
emerging programs such as Theater Warfare and Joint Warfare for which it is a key laboratory.
ADDITIONAL:
ECONOMIC ALTERNATIVES CONSIDERED:
a. Status Quo
This is not a viable alternative. The existing facilities do not have sufficient room to house all of the elements
of the additional tasking of the Theater Warfare Systems Department.
b. Renovation/Modernization
No other facilities exist at NSWCDD and no other site in the local vicinity is available for renovation that can
support the Theater Warfare Integration Center space, security and collocation with Building 1490
requirements.
c. Lease
Leasing of Space Off-base is not an option because facilities of the required size simply do not currently exist
outside of the base. In addition, security requirements, electronic interface timing problems (collocation with
Building 1490) and loss of time spent traveling from the current facility to one outside of the base make this a
non-viable option.
