Contract Phases
The Appendix "A" list of Specialized Services, Milestone and Distribution
Schedules will indicate which design submissions and services comprise a part
of the Basic Contract and Contract Options, if any.  The Appendix "A" will
also identify any applicable Contract Phases.
The A/E fee for work required under the Options to the Basic Contract shall be
negotiated with the Basic Contract fee prior to award of the contract.  The
A/E fee for work required under the Contract Phases shall be negotiated at
such time as the government elects to exercise those Phases.  In accordance
with Paragraph 4 of "Section 01011, General Paragraphs", election to exercise
Contract Options and Phases is at the sole discretion of the government.

Contract Award
The A/E is authorized to begin work only upon receipt of a signed Standard
Form 252.  Government representatives do not have the authority to verbally
direct the A/E to begin work without a signed contract.
4.5
Contract Changes
The A/E shall not deviate from the contract requirements enumerated in the
contract documentation.  During the course of the contract, the A/E shall
bring any requested or required deviations or elaborations to the contract
requirements to the attention of the CONTRACTING OFFICER (OICC) for
resolution.  Changes to the A/E Contract, including, but not limited to,
changes in project scope, fee or schedules, and the election of Contract
Options or Phases, will be made by written amendment (and, if necessary, a fee
negotiated) in accordance with the Contract Clause, "Changes -Fixed Price -
Alternate III".  GOVERNMENT REPRESENTATIVES DO NOT HAVE THE AUTHORITY TO
VERBALLY MODIFY THE CONTRACT.
THE A/E IS REMINDED THAT HIS CONTRACTUAL RESPONSIBILITY IS DIRECTLY AND SOLELY
WITH THE OICC.  IN NO CASE SHALL CHANGES IN CONTRACT REQUIREMENTS BE MADE AT
THE ACTIVITY LEVEL.
