5.3.2
A/E Points of Contact
Prior to contract award, the CS will correspond with individuals in the A/E
firm authorized to negotiate fees and sign contracts.  After A/E contract
award, the A/E shall designate one individual of the A/E firm to serve as
Project Manager.  The A/E's Project Manager shall be the A/E's design team
leader and shall be fully cognizant of the requirements of the A/E contract,
schedule and contents of this A/E Guide and will work directly with the
assigned NORTHDIV DM during design and with the ROICC during construction.
5.3.3
Restrictions on A/E Communications with Construction Contractors
See the chapter titled "Release of Documents and Information" for restrictions
relative to A/E correspondence or communications with Construction Contractors
during bidding or construction.
5.3.4
Format for Written Correspondence
All written correspondence relating to the A/E contract shall reference the
A/E contract number.  All written correspondence relating to the construction
contract documents shall reference the A/E contract number, project title,
project location, and the construction contract number.
5.3.5
Design Submissions
5.3.5.1
Distribution of Design Submissions
Design submissions shall be distributed directly to reviewers in accordance
with the requirements of the Appendix "A" using the standard transmittal
letters provided as Attachment 5A to this chapter.  (NOTE:  The A/E may need
to make slight modifications to these standard transmittal letters to
accommodate certain projects, special reviewers or unique review submissions
as listed in the Appendix "A".)  Copies of the transmittal letters shall be
provided to the DM, PM and others as indicated on the standard transmittal
letters.
5.3.5.2
Format for Design Submissions
The A/E shall subdivide each submission package into individual units
consisting of one of each submission component (e.g., copies of the Bidding
Document Submission shall include five individual units with each unit
containing one set of plans, one set of specifications, one cost estimate and
one design analysis).  On projects where the number of drawings makes
packaging and mailing in this manner impractical, drawings may be assembled in
sets and furnished as a unit separate from the remaining unit sets
(specifications, cost estimate, design analysis, reports, etc.).  ALL ITEMS IN
EACH SUBMISSION SHALL BE DATE STAMPED WITH THE DATE AND STAGE OF THE DESIGN
SUBMITTAL.  Requirements regarding the format and preparation of individual
design submittal elements (drawings, specifications, cost estimate, design
analysis, reports, etc.) are addressed in other chapters of this A/E Guide.
