Instructions for Preparation of Submittal Items

Bid Items
The chapters titled "Preparation of Drawings" and "Preparation of Construction
Cost Estimates" detail NORTHDIV's policy concerning bid items.
OF SPECIAL CONCERN TO THE A/E IN PREPARATION OF A PROJECT SPECIFICATION IS
NORTHDIV's POLICY THAT BID ITEMS ARE NOT TO BE IDENTIFIED ON THE PROJECT
DRAWINGS. Accordingly, the A/E shall identify and describe bid items
utilizing the appropriate "Basis of Bids" statement form provided by NORTHDIV
at the Specifications Briefing. The information on this form shall clearly
reflect the bid item structure for the project and shall be coordinated with
all bid item information shown in the construction cost estimate. There are
four forms used for "Basis of Bids" statements:
a)
Basis of Bids for Lump Sum Contracts with Additive Bid Items
b) Basis of Bids for Lump Sum Contracts having a combination of Lump
Sum and Unit Prices: Used for projects where unit prices are desired under a
particular bid item in order to establish a basis for negotiating anticipated
construction change orders.
c) Basis of Bids for Lump Sum Contracts having only Unit Prices: Used
for projects where the quantities of all major items of work may vary from the
contract documents during the actual construction.
d) Basis of Bids for Lump Sum Contracts involving Rock Excavation (see
also the chapter titled "Civil Design").
The appropriate Basis of Bid form shall be completed and submitted by the A/E
with the Final Submission. NORTHDIV will use the information provided by the
A/E on the Basis of Bid form for preparing the "Instructions to Bidders"
portion of the construction contract documents.
