dollars and as a percentage of total costs.  This, in turn, allows an
examination into the distribution of costs as well as an intuitive indication
as to whether or not the cost estimate is accounting for an adequate amount of
dollars to accomplish the work within each discipline or category.  A blank
Cost Analysis Sheet is attached to this chapter.
2)  The Cost Analysis Sheet is self-explanatory.  Fill in the
information requested.  CES Standard Systems numbers attributable to each
discipline or category are listed adjacent to the appropriate discipline or
category.  (See Sample #5)

Cost Tracking Sheet
1)  The Cost Tracking Sheet provides a history of estimated
construction costs throughout the design process.  The purpose of this sheet
is to list and explain significant deviations in systems costs from one
submittal to the next and to illustrate where increases and decreases in
individual systems costs have been offset.  In effect, the Cost Tracking Sheet
helps assure that cost conscious decisions are made with regard to the types
and quality of systems selected.  When finally completed, the Cost Tracking
Sheet essentially provides a history of cost decisions relative to one
particular project.  A blank Cost Tracking Sheet is attached to this chapter.
2)  When available, the government will provide costs under the
heading of "ECC" to reflect the government's anticipated breakdown of the ECC.
This breakdown shall consist of a total dollar amount budget for the building
and supporting facilities and will list the ECC.
3)  For the schematic submittal, the A/E shall transfer the total
dollar cost for each system from the Building Budget Estimate Summary Sheet to
the appropriate headings on the Cost Tracking Sheet.  These costs will then be
used as a basis for gaging future deviations in costs under each individual
system on subsequent submittals.  (See the Design Development Submission for
more discussion on the Cost Tracking Sheet.)

Design Development Submission
12.3.2.1
Cost Documentation Required
The A/E shall submit the following cost engineering documentation to form the
cost estimate for the Design Development Submission:
a)  For projects involving new buildings or additions over $500,000 ECC,
new family housing or other projects over $1 million ECC:

Cost Estimate Backup Sheets
2)
Markup Summary Sheets
3)
Completed or Updated Building Budget Estimate Summary Sheet
4)
Completed or Updated Cost Analysis Sheet
5)
Partially Completed or Updated Cost Tracking Sheet
6)  List of Suggested Bid Items and their relative costs
(REQUIRED ONLY IF A/E COST ESTIMATE EXCEEDS 90% OF THE ECC)
7)
Air Force Form 1178 (REQUIRED ONLY FOR AIR FORCE PROJECTS)
b)  For projects involving new buildings or additions under $500,000 ECC
or other projects under $1 million ECC:
