12.3.2.2 Instructions for Preparing Design Development Submission Cost
Documentation:
a) Cost Estimate Backup Sheets: The cost estimate backup sheets shall
be prepared per the instructions given for the Schematic Submission except as
follows:
1) Line item cost breakdowns for each system cost shall reflect
appropriate design development completion in each design discipline.
b) Markup Summary Sheets: The Markup Summary Sheets shall be prepared
per the instructions given for the Schematic Submission except as follows:
1) Design contingency shall be set (or reduced, if a Schematic
Submission was required) to a level consistent with design development
completion.
c) Building Budget Estimate Summary Sheet: The Building Budget
Estimate Summary Sheet (or NAVFAC 11013/7 summary sheets) shall be prepared
(or updated if a Schematic Submission was required) per the instructions given
for the Schematic Submission.
d) Cost Analysis Sheet: The Cost Analysis Sheet shall be prepared (or
updated if a Schematic Submission was required) per the instructions given for
the Schematic Submission.

Cost Tracking Sheet
1)
If a Schematic Submission was required:
(a) Fill in the appropriate costs for building and
supporting facilities systems under the heading of Design Development.
(b) For each system cost, calculate and fill in both the
dollar amount and percentage deviation from correlating systems costs listed
under the Schematic submission. (See Sample #6)
(c) For each deviation of +/-10% or more from systems costs
listed under the Schematic heading, provide an explanation for the increase or
decrease in the spaces provided. Also, explain any deviation of +/-10% or
more from the total cost listed under the Schematic heading.
2) If a Schematic Submission was not required: Follow the
instructions for preparing the Cost Tracking Sheet listed for the Schematic
Submission except that costs shall be entered under the heading of Design
Development.
