CHAPTER 24
SUPERVISION AND INSPECTION SERVICES
24.1
General
In accordance with the Contract Clause, "Option for Supervision and Inspection
Services", the government at its option may direct, by written order, the A/E
to perform any part or all of the supervision and inspection services.
Supervision and inspection services are Contract Phases which will be
specifically defined and negotiated at such time as the government may elect
to exercise those Phases to the contract, but no later than six (6) months
after satisfactory completion and acceptance of all other work required by the
A/E contract. The Appendix "A" will identify which types of Supervision and
Inspection Services are applicable to the contract.
24.2
Types of Supervision and Inspection Services
24.2.1
Environmental Quality Assurance Monitoring and Inspection Services
The A/E shall provide on-site inspection services by a Certified Safety
Monitor/Technician. The individual must monitor, in accordance with Federal,
State and Local Laws, the asbestos and/or lead paint/contamination removal
work under the construction contract by acting as the Navy Industrial
Hygienist (NIH). The NIH is there to act in the best interest of the Navy by
insuring, through monitoring and environmental sampling, that the asbestos
and/or lead paint/contamination removal work by the construction contractor
occurs in accordance with the specification and law. The NIH will provide as
a minimum the services listed in the project specification section 02080,
"Removal and Disposal of Asbestos Materials".
24.2.2
General Supervision and Inspection Services
The A/E shall provide on-site construction supervision and inspection services
for any part or all of the work required under the construction contract.
Specific requirements for these services shall be defined at such time as the
government exercises this Phase to the contract. Services shall include, but
not be limited to, the provision of an on-site, government approved A/E
representative to assure construction contractor compliance with the
requirements of the construction contract documents.
