Elements of the "Parametric Cost Estimate"
1. Revised DD-1391 including updated cost estimates & paragraphs in the "DD 1391 Plus"
2. Budget Estimate Summary including:
a. Parametric estimate for basic facility (GUP X Scope) for normal facilities.
b. Detailed cost estimate for non-standard features (Special Foundations, Seismic,
Enviromental Cleanup, Improvement to existing Utilities Systems, Improvements to
existing Road Systems, Security Lighting, Security Fencing, TEMPEST/HEMP/EMP
Shielding, UPS, Built-in Retrieval Systems Communications Systems, OMSI, Site
Improvements, Demolition, Dredging, Land Acquisition, and other major cost drivers)
3. Detailed Site Investigation Reports addressing:
a. Soil Borings & Foundation Studies
b. Environmental Contamination Studies
c. Utilities Studies for Existing Capacities & Upgrade Requirements
(1) Electrical Power
(2) Telephone
( 3) Potable Water
(4) sanitary sewer
(5) Storm Drainage
(6) Steam
(7) Others
4. Economic Analysis addressing:
a. the alternatives to construction (lease, renovation, addition, alteration, use of other
existing facilities, etc.)
b. life cycle cost for each alternative.
c. the rationale for selecting new construction as the best alternative to satisfy the
requirement.
5. NEPA Documentation:
a. For Catex: Signed Categorical Exclusion Form.
b. For EA: All EAs wiIl be underway. Provide anticipated Finding of No Significant
Impact (FONSI) date. Provide a discussion of the environmental alternatives considered
and why the subject project was selected as the solution. Discuss any environmental
impacts and associated mitigation costs.
c. For EIS: Documentation shouId be well underway, nearing DEIS. Provide anticipated
schedule for completion Provide a discussion of the environmental alternatives
considered and why the subject project was selected as the solution. Discuss any
environmental impacts and associated mitigation costs.
6. Site Approval should be complete (conditional approval for those requiring DDESB Final
safety Review).
7. Complete Facility Schematics for Highly Complex Facilities such as Chemical Processing
Plants, Industrial Waste Treatment Plants, Dry-docks, Hospitals, Biological Research Facilities,
Nuclear Weapons Support Facilities, etc.
