 1.10 CONSTRUCTION CONTRACTS WITH ARCHITECT-ENGINEER FIRMS: (FAR 36.209)
This clause states that "No contract for the construction of a project
shall be awarded to the firm that designed the project or its subsidiaries
or affiliates, except with the approval of the head of the agency or
authorized representative." The head of the agency is the
COMPACNAVFACENGCOM.
1.11 ORGANIZATIONAL CONFLICTS OF INTEREST (FAR SUBPART 9.5): A-E's shall
avoid organizational conflicts of interest in accordance with FAR Subpart
9.5 and FAC Clause 5252.209-9300 entitled Organizational Conflicts of
Interest (Jun 1994).
1.12 LONGSHORE AND HARBOR WORKS ACT (LHWA) INSURANCE: Required for
projects that involve work on piers, wharves, and adjoining areas.
1.13 PACNAVFACENGCOM CONSULTANTS: PACNAVFACENGCOM maintains a staff
available for consultation on the problems unique to Navy shore station
construction or on a critical point of a unique problem. The PDE will
arrange for consultation conferences with the staff upon the request of the
A-E. The following Departments, Divisions, Branches and Specialty are a
part of PACNAVFACENGCOM:
