1.14 TRANSITION TO METRIC: PACNAVFACENGCOM metric program goal is to
fully implement metric in the design of the Navy Construction program using
the international standard (SI). The current metrication goal is to
maximize use of metric in planning, design, and construction for all MCON,
housing, and special projects. However, to achieve cost effectiveness,
"soft" metric for specific products and project conditions. Soft metric may
be used for modular products such as brick, concrete block, ceiling
systems, recessed light fixtures, air diffusers, raised access floors,
wallboard, plywood, particleboard, and rigid insulation. FACD. VETS, and
VECP's should not override the intent to use metric units in federal
procurement. 1391+/Parametric Cost Estimate (PCE) documents (DD Form 1391,
Budget Estimate Summary Sheet, etc.) shall be prepared using metric units.
a. Savings in Construction Act of 1996, PL 104-289. Reaffirms the use
of metric units in federal construction and effective January 9, 1997,
concrete masonry block and recessed lighting fixture industries have up to
a 10-year transition period to provide metric products. It does not apply
