3.1.9 Electronic Bid Solicitation (EBS). The Government will furnish a
sample EBS CD-ROM. Assemble and produce the EBS document as shown on the
sample EBS CD-ROM. The sample CD-ROM will also contain the Tri-Service EBS
Contract Viewer toolbar software, CONTRACT.EXE.
(1) Project drawings. Scan the signed drawings and convert to PDF
(Portable Document Format) compatible with Adobe Acrobat Exchange version
4.0. Produce individual files for each drawing and then combine to form
one PDF to represent the drawing set. Bookmark the drawing set PDF for
each discipline, and sub-bookmark for each drawing and visual thumbnails
created as shown on the sample EBS CD-ROM.
(2) Specifications. Convert the signed specifications to PDF
compatible with Adobe Acrobat Exchange version 4.0. Produce individual
files for each specification section and then combine to form one
specification PDF file. Scan the signed specification cover sheet and
pages that are not generated from SPECSINTACT, convert to PDF and insert
into one specification PDF. Bookmark the entire specification PDF files to
the first page of each section and as shown on the sample EBS CD-ROM and
visual thumbnails created.
(3) Contract Forms, Clauses and Wage Decision. On or about the
Final submittal date, the Contract Specialist will furnish the Contract
Forms, Clauses and Wage Decision in PDF to be inserted in front of the
project's technical specification PDF file by the A-E for the Final EBS CD-
ROM.
(4) EBS software. Edit the EBS CD-ROM's initialization file (.CON
extension) to properly relate the Tri-Service EBS Contract Viewer toolbar
software, CONTRACT.EXE to the specific project's PDF files.
(5) Certification. Provide certification that the PDF files for the
drawings, specifications, and contract forms, etc. are a direct and
accurate copy of the original contract data.
